Dave Palmer
Dave has been a member of the Township of Langley Fire Department for a number of years. While a paid-call member he worked as a Secondary School teacher and administrator. After 24 years teaching school Dave left the school system to become the full time training officer for the Township of Langley. He is now Assistant Chief responsible for training. Dave has worked with many others developing and presenting programs throughout the province. He is also an adjunct instructor for the Fire Academy and a BCFF evaluator.

This is an IFSAC and ProBoard accredited course emphasizing instructional and evaluation methods and techniques that can be used to present skills and information from prepared materials. This course meets Level I of the National Fire Protection Association (NFPA) 1041 (2002 ed.) Standard by providing the instructor with the knowledge and ability to:

deliver instruction effectively from a prepared lesson plan, including instructional aids and evaluation instruments,

adapt lesson plans to the unique requirement of the students and authority having jurisdiction,

organize the learning environment so that learning is maximized,
-
meet the record-keeping requirements of authority having jurisdiction.
Distance Education Component: Prior to attending the classroom session, the student spends approximately 16 hours reviewing and preparing materials. This includes reading and completing the provided student workbook and assembling prepared materials from their own Fire Department.
Classroom Component: Having reviewed and prepared pre-course materials, the students participate in a two and a half day classroom session, where they adapt the prepared materials for delivery.
Prerequisites: None
Presentation: Classroom format: 2.5 days plus pre-course assignment and evaluation
Certification: Certificate of Achievement (Accredited).

Regarding the equivalencies and credits pertaining to the Justice Institute's Fire and Life Safety Educator I (F276) and Fire Service Instructor I (S101) courses, the following should be noted:
- S101 Fire Service Instructor I and F276 Fire and Life Safety Educator I are accredited by both IFSAC and Pro Board to the NFPA 1041 and NFPA 1035 standards respectively.

While the two-day Fire and Life Safety Educator I course is offered as a "stand alone" course, full certification to the Fire and Life Safety Educator I standard requires completion of BOTH Fire Service Instructor I and Fire and Life Safety Educator I courses. Students who do not require full certification to the NFPA 1035 standard can still take the two-day course, for which a letter of completion is provided, but they will not receive the full Fire and Life Safety Educator I certificate.

For those students registered in the Fire Officer Level II Program, Fire and Life Safety Educator I also gives credit for the FC276 Public Education course, which is required as part of the Officer II Program.

Those students having successfully completed the Justice Institute's First Responder Instructor Course in the Paramedic Academy will automatically be granted equivalency for Fire Service Instructor I

Where appropriate, the Justice Institute is willing to conduct a prior learning assessment for students in order to assess learning already acquired, whether the learning comes from having taken formal training or from experience. An on-line assessment instrument is available for Fire Service Instructor I, which can assess a student's prior learning and, if the student is successful in the assessment process, credit will be granted for the course. Please note that a letter of recognition is issued, not a certificate for the course. This on-line assessment can be accessed via the Justice Institute's web page: www.jibc.bc.ca.
